Contract reference and arrangement issues

Fix contract-structure issues by using the right contract reference, selecting the correct arrangement type, and linking intra-group contracts to the correct external-provider contract.

You usually land here when the contract record, arrangement type, or intra-group link does not match the contract stack you are reporting.

The most common problems are using an SLA number instead of the contract reference, choosing the wrong arrangement type, or linking an intra-group contract to the wrong external-provider contract.

I used an SLA number

What this usually means

You used a number from a service level agreement, but the register expects the reference number of the contractual arrangement itself. Under the ITS, an SLA number is not the contract reference for Contract general information.

What to check and how to fix it

Check the document the number comes from.

If it is an SLA that sits under a contract, framework agreement, order form, or other reportable arrangement, do not use the SLA number as the contract reference.

Check which document actually creates the arrangement you are reporting.

If the ICT service is governed by a standalone contract, a master or framework contract, or a separate order form or implementing arrangement, use the internal reference number for that document instead.

Check the other contract records you already maintain for the same provider and contract stack.

If the same arrangement is already recorded under a different reference, keep one reference for that arrangement and update the other record to match it.

Check that the same reference is then used consistently anywhere that arrangement appears in the register.

If it is not, correct the mismatch before moving on.

This arrangement type is causing an issue

What this usually means

The arrangement has been classified at the wrong level, or the link to the overarching arrangement is wrong or missing. That usually means the contract stack in the register does not match the documents you are reporting.

What to check and how to fix it

Check whether the document stands on its own, with no master or framework contract above it.

If it does, select Standalone arrangement.

Check whether the document is the main contract that the related documents sit under.

If it is the framework, master, or top-level contract, select Overarching arrangement.

Check whether the document only exists under a master or framework contract, such as an order form, implementing arrangement, subservice arrangement, or similar linked document.

If it does, select Subsequent or associated arrangement.

Check the Main contract reference ID field for any subsequent or associated arrangement.

If it is blank or points to the wrong contract, replace it with the reference of the correct overarching arrangement.

Check that the arrangement type and contract reference stay aligned across the related records.

If one record treats the document as standalone and another treats it as linked, correct the classification so the structure is consistent.

I do not know how to report this contract setup

What this usually means

You have one supplier relationship, but the register needs you to report the contractual arrangement structure inside that relationship. That often means separating the master contract from the order forms, subscriptions, or other linked arrangements under it.

What to check and how to fix it

Check the contract stack for this supplier relationship.

Put the framework or master agreement, order forms, subscriptions, implementing arrangements, and any SLA in order so you can see which document sits under which.

Check which documents in that stack create a separate contract record in practice.

If a document is a master agreement, order form, subscription, or implementing arrangement, it may need its own arrangement record. If it only sets service levels under another contract, do not treat it as the contract reference.

Check whether there is only one reportable contract in the stack.

If there is just one contract and the other documents are supporting papers under it, report one Standalone arrangement.

Check whether there is a master or framework contract with separate order forms, subscriptions, or implementing arrangements beneath it.

If there is, report the master contract as Overarching arrangement and report each separate linked arrangement under it as Subsequent or associated arrangement.

Check the Main contract reference ID field for each subsequent or associated arrangement.

If the linked documents belong under the same master contract, point them to that overarching contract reference.

I do not know how to link this intra-group contract

What this usually means

Part of the ICT service supply chain is intra-group, so the register needs both contracts and the link between them. One contract is between the using entity and the ICT intra-group service provider. The other is between that ICT intra-group service provider and the direct external ICT third-party service provider.

What to check and how to fix it

Check whether the entity using the ICT service contracts with an ICT intra-group service provider.

If it does not, this is not an intra-group linking case.

Check whether both contracts are already reported in Contract general information.

If either contract is missing there, add it before you try to link them in Intra-group arrangements.

Check the Contract reference ID field.

It should be the contract between the entity making use of the ICT service and the ICT intra-group service provider.

Check the Contract reference for ICT services field.

It should be the contract between that ICT intra-group service provider and its direct ICT third-party service provider.

Check that both contract references are unique and used consistently across the group.

If the same contract appears under different references in related records, standardise the references before finalising the link.

After you correct the contract structure, review the related arrangement records together. The same arrangement should keep the same contract reference, the right arrangement type, and the right overarching or intra-group link wherever it appears.
